Debar, Derisk, Delist, Designate: Using Authorities That Require No New Legislation

For 20 years Washington treated debarment as a dead letter while terror-linked groups cashed federal checks. The Forum built the enforcement framework that ended that. The four verbs are the method: debar them from federal funding, derisk them out of the financial system, delist them from nonprofit registries, and designate them where the evidence supports it.

The Stakes

A terror designation makes headlines. A debarment stops checks. Suspension and debarment reach across the entire federal government at once: a debarred organization is barred from grants and contracts governmentwide, and the debarment is public, searchable, and durable. It is the rare enforcement tool that requires no new statute, no jury, and no appropriation, only a case file strong enough to move an agency.

The Record
•February 2026: the first such debarment we know of. A former UN aid worker, credibly alleged to have taken part in the October 7 massacre, was barred from U.S. funding for 10 years.
•A formal HHS investigation of a $7.2 million grant to CAIR-California, $3.6 million of it believed redirected, the first time in 33 years anyone built a case airtight enough to move a federal agency.
•Treasury designated a Hamas-linked charity MEF investigators exposed two years earlier.
•More than $3 billion in federal grants to terror-linked organizations the Forum has helped eliminate, by our count.
