Campus Watch

Accountability for Middle East Studies

One-Pager (Print / PDF) Discuss a Gift

Foreign money shapes what American universities teach about the Middle East. Campus Watch, directed by Winfield Myers, puts that money on the public record. Section 117 of the Higher Education Act requires universities to disclose foreign gifts and contracts of $250,000 or more. Most of what the public knows about Gulf money on campus exists because someone did that disclosure work. Campus Watch does the disclosure work.

The Stakes

Middle East studies trains the analysts, journalists, and diplomats who will make the next generation’s policy. Whoever funds the field shapes it. Qatar understood that before Washington did.

The Record
•More than $1.7 billion in Qatari university funding exposed.
•Over $1 billion of it at Georgetown alone.
•More than 2 decades of documenting the field, from faculty conduct to funding flows.
•Section 117 disclosure research behind every figure: documented, sourced, and on the record.
What Is Next

Qatar’s money still sits on American campuses. We keep counting it, naming it, and putting it on the record, university by university, filing by filing. Disclosure is the deterrent: money that must be named is money that thinks twice.

$8.98B
In Qatari gifts and contracts disclosed to the Education Department (August 31, 2026).
What a Gift Funds
The funding-transparency research that puts universities’ foreign money on the public record: the records requests, the Section 117 filings analysis, and the follow-through that turns a disclosure gap into a headline.
